The quote comes specifically from the first episode of the second season of the show. Marshall had just broken up with Lily and the rest of the gang are discussing the issue. Barney (played awesomely by Neil Patrick Harris) is his usual self and rather insensitive to the plight of his friends. He explains that Marshall should just stop being sad and then he delivers the quote.
